Increasing natural gas production in North America, and historically high petroleum prices have created a cost disparity per unit energy between incumbent rail fuel, diesel, and natural gas. Decades of research and development have developed natural gas fuelled locomotive technology. Rail network operators want to replace some of the energy from diesel fuel with natural gas to save cost. Current Federal Railroad Administration (FRA) regulation prohibits the use of the natural gas tender cars necessary to make use of this fuel practical.
